You could try upgrading the MWave software - the current version
is 2.22 (available from ftp.pc.ibm.com in the pcbbs/mobiles dir).
You could also try unplugging the phone cable from the computer
when this happens - if the tone goes away then it's the modem on
the other end doing it. This has happened to me a couple times
calling USR modems but it was them doing it. When it happens
retrying that could mean you got the same modem again on the
other end.

If you mean to the USA yes it can be a real pain. You should check
