However, when I got to Control Panel/System Properties/Xircom CD-IIps CreditCard
Ethernet Adapter/Resources and attempt to change the IRQ, I find that Windows 95
OSR2 limits my selection to 3, 4, 7, 9 or 10. Neither 11 or 15 are not offered as viable
options. If I attempt to manually enter 11 or 15, Windows tells me that the setting is not
valid for this device and automatically chooses IRQ 3 instead.

Hmmm, I haven't even touched 95 except for interupting
a screen saver in about 3 or so months. I know that in OS/2, you can
map things like parallel or serial to different ports if supported, but
I'm not sure about Windows 95, in the case of the Xircom adapter.
For example, I have the Internal modem, COM2 on the multiport,
and my Home & Away card, and the H&A is on IRQ 11, COM3.
I do wish that the BIOS would allow you to remap the IRQ like that though.
Have you tried also contacting Xircom yet?
