That'd be the sample rate (1/2 of 44, then 11 is 1/2 of that..) so
your high frequency response would be limited to half of that or
11kHz.

This is something best determined by trying it - the fewer samples
per second the less disk space is used, at the cost of the sound
getting somewhat muffled. I think you'll be happier with a 22kHz
sample rate though.
I think what'd really be helpful is a sound recording program that
can trigger the start of a recording based on a preset level of
sound. That way you don't use any disk space until there is some-
thing to actually record. I use this sort of thing in my work
but unfortunately that's under OS9 on Motorola CPUs - there must
be something for the PC that'd work on a Thinkpad though. If
nothing else you could ask in the rec.audio.pro newsgroup...
