You cannot stretch pixels, you can only duplicate them. The reason things
look chunky when you stretch 640 x 480 to 800 x 600 is that not all pixels
are doubled, so you get nasty distortion.

Doubling pixels has exactly the same effect as adusting a CRT to take
a lower res image, and will look just fine (you may even find software
that does line doubling, so that the image is even better than otherwise,
line doubling is very effective for laser disks etc, no reason why it
could not be used in this context).
