I think that with 2.5" drives, you should expect about 4900 RPMS (unless they're faster now),
and about 11-13ms access time. As for quality, I'm not sure about Toshiba, but I have 2 2.5" drives
(both IBM) that I've used on desktops, one in use, and one previously used as my Warp Server drive,
and I've had no problems, aside from the connector on the 270MB break off.
Access and transfer rate is pretty good also.
