i never use drive compression..
i think you'll need to decompress the drive.. and ignor the errors it reports,
then try wiping out the FAT and use fdisk to set it up again..
not sure i would want to do a low level format, but you can if you want..
use IBM drives.. they're the best, and they are relatively cheap..
