Easy. NT (like OS2 and *unlike* W9x) will add halt cycles to parts of the CPU not being
used. This is the basis for CPU cooling programs (e.g. Rain, Waterfall, CPUIdle), which can
bring down the temperature of a Pentium machine by quite a bit (20% decrease on our home
desktop machine temp using Rain) with no visible decrease in performance.
