There is a very powerful freeware utility for this sort of thing at http://www.users.intercom.com/~ranish/part/
Probably anything you can do with any FAT16 or FAT32 partition manager can be done with this one. However, it is a tool for experts
so exercise some care and read the FAQ/help files/primer on the web site thoroughly. (Even if you don't use it to actually
manipulate the partitions, just running it will show
where there are problems and what they likely are.)
