Ah... *before* sanding the contacts, try cleaning them with something like
Q tips with isopropyl alcohol for a bit. Scrub really hard, and if that
doesn't work, get a tooth brush and try scrubbing with that, and clean up
with Q tips.

Only then if things are still discolored would I try the bit with the
file. Why? Because the contacts on the battery are very likely several
coats of metals, and as soon as you start filing it any, you run the
risk of further oxidation with those metals that were once underneath
the outer coatings.
