FWIW, there's a small utility that lets you change the region code on the
ThinkPad 770 DVD drive:

Unfortunately, the utility is specific to the 770 DVD drive (I asked the
author). However, the author also told me it probably wouldn't be too
difficult to make a similar one for the 600E (I asked about that
particular model because it's the one I'm currently interested in),
because he said the DVD configuration programs usually give you 5 chances
to change the region code, which should be sufficient to find out what
happens.
I can only agree with you about the idiocy of the region code.
