You can certainly remove any Win95 cabs that are on your C: drive. They are
of no value now that you have Win98SE. You can also do the "Delete Win95
Uninstall Files." thing to free up more space, if you don't want to revert
back to Win95.
Your #2 doesn't sound like a good idea. To do an upgrade of Win98 while
preserving prior settings and application info, follow the Win98 directions
for the upgrade. If you really want a clean install, bite the bullet and
start from scratch. Move all program and personal data (documents,
spreadsheets, e-mail databases, etc.) to another partition (or a separate
directory on your main drive), then remove everything else and do the Win98
install. I give you 95% probability of making your environment completely
unstable by attempting to do your #2 or anything similar. I've found that
Win98 upgrades over stable Win95 systems generally turn out pretty good. If
you've already got an unstable environment, then start from scratch. Sure,
you'll have to re-install your apps, but that often helps stability a lot.
The time you spend setting everything back up pales in comparison to
troubleshooting instability.
