Yeah, "workable fixative" which you could paint/ink/whatever on.
But it supposedly made Letraset transfer lettering run, and you
were only supposed to use special Letraset-brand sealant for that
(according to Letraset that is).
One of my classmates used to reminisce about using cheap hairspray
as a non-workable fixative when they (starving artists) couldn't
afford "real" fixative. She said their work used to stink!
