When you buy a CPU for $129, you get a CPU.

When you buy an IBM part number, you're getting IBM's word that it will
work in your machine and their support mechanisms to ensure that will
happen. Also, it's not just a PIII CPU. It's a mobile CPU, which I have
never seen for sale retail. It's also a CPU board made to fit the
machine.

You already know that to replace the CPU on that board will require
expensive soldering tools. Replacing the BIOS will require lots of time
and effort. Nothing's impossible here. It's just a matter of being
cost-effective: I'm not going to spend 50 hours doing this upgrade when
I can buy a machine with a warranty and save the hassle... although
I very well might have when I was in college.

For my dollar, I'd sell the 600e and buy a T21.
