Turns out that your mention of Quicken was the exact cause. It appears
Quicken was using a serial port (I learned that from an error message
when trying to undock), and as soon as I uninstalled Quicken Standby
started to work. I wonder if a reinstall will always cause the same
problem?

Now (2 days later), I have yet another related problem....I installed
one or two more programs, and now Standby is not even listed in the
shutdown options...Frustrating. I guess I need to do some more
uninstalling.
