TP600-formatted floppy diskettes cannot be read on TP755

I am trying to copy some utilities from my 600 to my 755. The latter
objects that it finds bad sectors. However the files are known good (in
fact can be run from A: in the 600 as a test). I have replaced the
floppy drive on the 755 with identical results. This is reproducible
across any number of diskettes.

The same is true whether I format on the 600 in DOS or OS/2.

CHKDSK in both the 600 and 755 reports no bad sectors.

CLUE: Suspecting this might result from some formating problem, I tried
to format a rejected diskette in the 755 instead. FORMAT.COM reports
the floppy is a 360k diskette (in fact it is 1.44 mb). If I use the
resulting (misformatted) 360k diskette (actually a 1.44 mb floppy),
I can successfully transfer the files via the floppy.

What is going on and what is the fix?
