From what I'm hearing, you can start up Windows 98 in either Safe Mode or in normal mode at standard VGA resolution.  Try taking it a step at a time in normal mode:  first change to 800x600x16 colors then reboot, then change to a higher color setting and reboot, then change to 1024x768x16, then to higher color setting.  Perhaps you will get to a point where the resolution is correct and the color setting is pretty close to what you want.  If I'm misunderstanding and you have never been able to start in anything other than Safe Mode then you may have a different problem.  If that's the case, you may want to pull out any add-on memory chips in the PC and try booting that way.  Also, have the laptop plugged into AC too.  Sometimes there are strange things that happen related to RAM and power supply that cause Win98 to terminate booting.

As for reimaging the PC, you should be able to use the Win98 CD for that.  If it won't boot off the CD, check the BIOS settings for device startup order and make sure that the CD is in front of the HD in the boot order.  If that fails, then I believe you can make setup boot floppies from the Win98 CD, although I don't remember how.  Perhaps the MS site could give you pointers.  If you can get the CD setup program going via one of these methods, then you can reformat the drive and reinstall stuff.  However, you may face the same problems when it comes to display drivers again.

What resolution and color depth are you trying to set?
