I had the same problem on my old 560Z and here is how I resolved it:
1) Flash the BIOS to latest version

2) Use another laptop (or desktop w/ appropriate IDE adapter) to fdisk & format
the 20GB HD (I used a Win98SE boot disk w/ updated fdisk.exe & format .com
files)

3) Installed the hard drive in the 560Z, used the boot disk to access an
external CD-ROM drive, fdisk'ed & formatted the HD (bootable), copied all the
Win98 SE install files to the HD in a dir called C:\WIN98SE and installed Win98
from there. Make sure you burn a CD or have all the drivers for the 560Z handy -
you'll need it.
