I have checked and the drive under Win98 is set to A:. As I said, Win98 seems to recognize that there is a drive there and tries to access it when desired but is not able to read or write to it. Any access results in Windows timing out and saying the media is bad. Any other thoughts?

Double check your setup... sometimes the floppy drive gets named B or
another letter when you do this many partitions... At least it is a
place to start. You can usually change it around in the setup. If
not, you may have to do a "redirect" to show where the floppy drive
is.
