Maybe they should in Canada, as it is next door to the USA! But if you want
to buy things internationally, you have to find an international form of
payment.
Maybe American Express money orders, if there's an AmEx office nearby, will
work. Or transfers by Western Union. Or persuade the seller to join PayPal.
International payments by bank are a hassle all over the world, but most
countries have some sort of international money order. I see that someone
else has posted, and it looks as if your post office just doesn't know
about them, but they do exist.
