I would think that if you have an old copy of "legal" windows95 that is not
on any of your computers at the present time, you would be all right using
it. I think even Windows XP says one copy, one computer. If you change
confirguration to any extent, e.g. new motherboard, cpu, even hard drives,
you have to call microsoft to get a new code to use your existing copy of
Windows XP.
I have read that you either have to sell the software with the used
computer or else remove the program, but if you have a copy or can buy one
from a friend who is no longer using it, you would be legal. I doubt there
is any law about selling or giving your outdated software to someone.
