SOME cheaper memory will have burrs where each was broken off of a sheet of
PWB's..
some of these might be interfering with seating correctly in the DIMM
socket..
an exacto knife can be used to trim these from the PWB..

it may sound a bit self serving but when you buy the cheapest possible part,
you generally get what you pay for..
