I have the names of some people at IBM, whom I will be sending
email to over this issue. Once I get a better feeling for the
right people to talk to, I'll let folks know.

I spent an hour yesterday, looking for the right people to talk
with. I then got some suggestions as for contacts, which wern't
any of the people I'd been looking at. IBM is much like a maze
which must be navigated through. ;-)

I agree, this is pretty weird.
