I do not know what this last sentence means. Are you claiming that both
programs implement all low-level hardware calls in *exactly* the same way?
If not, then there is a possibility that one might work on HW where the
other might fail. I think you really mean, "from the standpoint of the
user", which is a different thing entirely.
If A and A' are nearly identical pieces of hardware, and B and B' are
nearly-identical pieces of software, and A runs on B and A' does *not* run
on B', I think it is reasonable to try B on A' before categorically
asserting that A' is faulty. This is all I am saying.
