It can be upgraded to 400MHZ with a MMC-1 CPU, BUT
The CPU will probably cost you $100+
The better way is to buy a 600E system board, with or without CPU, and
upgrade that way. Everything else will work.
The board will cost around $55-65, and a CPU can be found for $20.00 (use a
366 if you can't find a cheap 400, mostly the same diff). It is a much
better machine than an upgraded 600, because of the AGP video
