I presume you did ,,CTRL+ALT+DEL, Task manager, order tasks by CPU usage,
check if nothing eats your CPU''?

What if you pause the system during bootup and wait 15 minutes?

Other case could be damaged temperature sensor - or the summer sunshine ;)
I don't know, how the fan and temperature sensors are connected to the
mainboard, but if they can be disconnected, then maybe re-seating could
help?

I belive this functionality depends on installed software. Try checking it's
settings (right-click the battery icon in system tray, then ,,Properties'').
If everything there is okay and you really installed all the drivers the
machine needs (including those for Thinkpad special keys), I have no idea.
