It is a 'behind the counter' item at the Chemist; you have to ask for it,
and the clerk then makes a determination whether you intend to use it for
illicit purposes before selling it to you.

The same is true for many everyday items. For example, packs of aspirin
containing more than 24 tablets are verboten, lest you try to OD on more.
There are some medications OTC in the US which can't be obtained at all in
the UK, even with the help of the chemist.

We found that many cleaning products which we quite like in the US were sold
with the same name and packaging in England, but entirely different actual
composition. Again, probably a health-and-safety issue, but really annoying
when you count on getting an oxalic acid-based cleanser for a tough job and
wind up with an edible surfactant instead.
