So I installed the updated INF files from the Intel chipset utility that
Eric Cottrell mentioned. Windows insisted that its standard bus mastering IDE
controller driver was better, but I installed Intel's IDE controller driver
anyway. The results were interesting:

My original configuration (note my hard disk is missing):
    Plug and Play BIOS

In each case, the controller with the exclamation mark had IRQ 14 and a set
of IO ranges, while the working controller had IRQ 15 and another set of IO
ranges.

For now I'm going with one Intel controller. The hard disk shows up and is
no longer running in DOS compatibility mode. Now though neither the hard drive
nor the DVD-ROM has a checkbox for DMA in their properties.

And after tinkering with IDE setting under Debian, I have this feeling that
both the hard drive and the DVD-ROM are already running with DMA on, no
matter which OS I'm in. Maybe that's why when I "turned on" DMA before things went
wacky; that DMA was already on, and marking the DMA checkbox set the drive
into wacky territory.

If you still have an IBM-specific IDE controller driver, I'd like a copy so
I can try it out; I suspect it'll only fix the exclamation mark problem and
not the DMA issue though.
