Its the current speed, so it will show as 1300 (max speed in your case) or less
when speedstep kicks in.

You are having the same problem as me, when the laptop is on AC and the
battery is not used then speedstep kicks in, even though you are on AC
power. Its a bug somewhere in the bios or speedstep.
