[Thinkpad] A21M LCD power management?

I have an A21M that came with a bad system board. I re-built the machine,
but it does seem to have one strange error:
When entering Win XP, the screen dims when on battery - this happens even
tho all the settings tell the machine to use full LCD power - it is set in
the ThinkPad Uitls, in the DOS ThinkPad Utuils, and in the BIOS.
If In plug in, then unplug, the screen dims. I can't seem to resolve this.
When I go into the Utils, it shows bright. If i set it back to normal, then
apply, then change to bright, it comes up bright until the next plug-unplug.
This seems to be a software, rather than a hardware problem.
Anyone??
