The last known good OS was W98? Get a W98 BOOT disk with FDISK on it, boot from
the floppy (or a W98SE install CD) and from a DOS prompt, try FDISK /MBR.
Should restore the last known good BOOT partition info and enable you to at
least read the HD and recover your files.
