I'd go one step further. Since all messages of length N (or less) can be
represented by a encrypted message with key of length N. You don't have any
way of knowing when you guess the right key. In other words "Send bombers
at midnight", "Send four bombers at two" and "Send six clowns to Bruce" can
all be derived from the same ciphertext "woi2fm4sdl3akf5ae60wiosa".
