You are absolutely correct: A four-month-old (and closer to five-month-old)
disc of security patches is rather old in operating-system security terms.
However, it does provide much better security than nothing, especially for
people who may be on dial-up connections and/or have never run Windows Update.
I see a lot of computers from people that have never been updates since they
were purchased two, three and even four years ago. Even on a broadband
connection going through the process of downloading and installing 120MB
of patches can take a while.
At least a disc like this gets them closer to current security levels and
reduces the subsequent patching time required to get them up-to-date. For
people on a dial-up connection, or those who don't think of security every
day, this is a very good step in the right direction for them.
I would imagine that a great deal of quality assurance testing goes into
making something like this--possibly more than what a Service Pack alone
gets. I can see why it would be a quarter or two behind in order to ensure
it works flawlessly on the overwhelming majority of systems on which it is
deployed.
