[Thinkpad] Battery oddness in a 600E

I recently got a ThinkPad 600E and a "new" battery. The
battery is the problem; it doesn't seem to charge all the
way. I stick it in the computer and the orange light comes
on, but it never goes out. I left it for at least 24 hours
charging, and the computer still think its at 30%. It
lasts about 45 minutes on this charge, so I think its
telling the truth about how charged it is.
How can I make it charge all the way, or is it dead?
Also, where's the best place to get good batteries for
this guy?
