[Thinkpad] Assigning OSs

All the talk about OSs got me thinking: how does IBM decide which os to
install in a specific model? I'm curious because I've been looking to get a
x30 or x31, but most of the units available in retail stores in my country
(Philippines) have XP Home and not XP Pro (which is what I want).
