Solved - but not sure why?
I tried one last time to let Windows detect new hardware (I found a
note that this is how I'd sorted it before).
I answered no it's not in the list after the hardware were not found
in the plug and play search. Then the hardware was found in the
non-plug and play (despite already being present in the device
manager).
Halfway through the detection/installation of drivers the computer
re-booted (without warning) and now it's all working.
If I do another scan for new hardware there is still an IDE disk
controller in the list - but I'm going to leave it there for fear of
breaking the installation again!
