[Thinkpad] Questions re: external HD enclosures (USB)

I saw one on pcmicrostore.com for U$12 shipped. USB powered.

I dug deeper on the site and some other enclosures require a PS2
port for power on some larger HDs, but this one doesn't. Is that
because they're often USB 1.1 compatible?

My TP41p doesn't have a PS2 port but is USB 2.0. It would be nice
to be able to plug the external HD into a USB 1.1 machine for
portability. Is it possible the ones that require PS2 might only
need it for USB 1.1 operation? In that case I'd be tempted to go
that route, run it without PS2 on my ThinkPad but be able to hook
up to a slow USB 1.1 on a machine with PS2.
