A little convoluted, but I've found this to work:
[Not sure if this is needed or not, but the new disk *did* have a
bootable Windows as the first partition.]
Using Partition Magic, I copied the hidden system partition to the end
of the new drive and made it a hidden partition.
I then ran the IBM utility to restore F11 functionality (D2DFDZIP.exe
found at
http://www-307.ibm.com/pc/support/site.wss/MIGR-4QDSS5.html?lang=en_US&brand
=root&doctype=&subtype=Cat&up=).
When I rebooted my system, the F11 message appeared and I hit it. The
system restore took place.
Note that after the system restore, any partitions after the restored
system were all hidden and I had to use Partition Magic to UnHide them (all
but the IBM_Service partition, that is).
