Thanks Bruce, I tried it again to make sure I got the details right.
I noticed the instructions said to use "RUN" so I did. Looked the
same as when I double-clicked on the .exe in Windows Explorer at 1am
today.
There were a couple of windows saying what it was doing, and after
a few seconds Windows shut down and re-started. I didn't interfere
with it, but logged in as usual and after it had finished starting up,
I did a complete shutdown and then hit AccessIBM after the power
button. I still had BIOS 3.21.
I've got a USB floppy drive somewhere, and maybe even some disks, but
they may be in a different city. I'll try that but hope I don't have
to.
