That's right, sudo implies root. Also, to further dirty the waters,
I'm almost 100% certain this is a ThinkPad issue because I am running
kernel 2.6.20-16-server on a Dell desktop, with exactly the same
configuration--save wireless--and sudo shutdown -h now shuts-down that
machine.

Could it have something to do with modules not shutting down and
forcing a restart?
